Mark is a foreigner who works as the New Yokosuka Harbour District on the forklifts and becomes friends with Ryo, showing him how to operate the forklift on his first day working. Despite being a foreigner, Mark can speak fluent Japanese. He also is trying to find out information on the Mad Angels as he believes they have something to do with his missing brother. During the morning forklift races between the co-workers, it is Mark who acts as the judge on the finish line and dishes out prizes.

Mark helps Ryo during his time at the harbour not just by instructing him but by giving him any latest information on the Mad Angels he has discovered. However, like most who dare to get involved with them, he becomes a target for the gang.
