Terry is the leader of the Mad Angels, a dangerous gang that operates in the New Yokosuka Harbour District, mainly by extorting money from the workers but Terry has bigger goals. They become involved with the Chi You Men, said to be the ones that guided LanDi to Yokosuka and helped his escape. Terry has Nozomi kidnapped so that he can blackmail Ryo into taking out Guizhang who is standing in the way of his ambitions around the harbour. In the end, Terry is beaten by Guizhang and Ryo.
